Office of Community Engagement Team
Our office works to make it simple for residents to work and do business with the City of Hartford.

Our team of community liaisons and 311 operators respond to residents by:
  • Creating and sharing information on city services
  • Relaying quality of life concerns as service requests to city departments
  • Attending neighborhood meetings to address questions and concerns from residents
  • Connecting with community leaders to address concerns
Our services are available both in English and Spanish.

Director of Community Engagement, Janice C Castle

Janice C. Castle, MPA

Janice is a graduate of Trinity College with a Bachelor of Science in Biology. She also earned her Master’s in Public Administration and Certificate in Nonprofit Management from the University of Connecticut.

Janice was born and raised on the Island of Grenada. Upon arrival, she saw the potential that the city had to offer, and vowed to do her part through volunteerism and civic engagement.

Our team works with residents to provide information and respond to questions. They attend neighborhood meetings, listen to residents, and reach out to community leaders. They are pro-active in addressing concerns and responding to any urgent matters.
