The City of Hartford is moving forward with improvements to the seepage controls for the Clark Dike located in the South Meadows. The project is part of the United States Army Corps of Engineers (USACE) System Wide Improvement Framework (SWIF) for the Connecticut River Right Bank – Hartford, CT Flood Risk Management System. The project addresses existing deficiencies associated with seepage of the levee and improves the stability of the Clark Dike. The City previously obtained DEEP approval of the Stormwater Pollution Control Plan for the project, but the existing DEEP General Permit has been modified. The general permit modification requires approval of a new Application for the project. The General Permit includes requirements for public availability of the SPCP and Application. Construction activities are anticipated to commence in spring of 2026.
Stormwater Pollution Prevention Plan Update – DPW Public Work Complex #40 Jennings Road(PDF, 5MB)
The City of Hartford submitted the Stormwater Pollution Prevention Plan Update for the DPW Public Work Complex located at #40 Jennings Road. The update was in response to the new general permit developed in accordance with the requirements of the Connecticut Department of Environmental Protection (CT DEEP) National Pollutant Discharge Elimination System (NPDES) General Permit for the Discharge of Stormwater Associated with Industrial Activity (Industrial Stormwater General Permit), effective November 1, 2025.
The goal of the Flood Commission is to insure maintenance and security of flood levee system and public education and notification.

Storm Water Management
The Connecticut Department of Energy and Environmental Protection (CTDEEP) requires municipalities that own and operate storm drainage systems in an urbanized area which discharge storm water to develop a Storm water Management Plan to fulfill the requirements of the General Permit for the discharge of storm water from small municipal separate storm sewer systems (MS4). The Metropolitan District Commission (MDC) owns and operates the combined storm and sanitary sewers as well as a number of separated storm sewer systems located within Hartford. Private property owners are responsible for the maintenance of storm drainage systems which serve their properties. The City owns and operates a number of the storm drainage systems which are regulated as part of the MS4 program.
