Central Grants facilitates delivery of services by other City departments, and by nonprofit organizations. We do not provide grants to individuals.

We are also responsible for administering the CDBG, HOPWA, and ESG programs, and enabling citizen participation in those programs.

The Connecticut Neighborhood Assistance Act (the NAA) Tax Credit Program is designed to provide funding for municipal and tax exempt organizations by providing a corporation business tax credit for businesses who make contributions to these entities. Businesses can receive a credit of 60% of their approved contribution to certain programs (or 100% in the case of certain energy conservation programs) approved by the Connecticut Department of Revenue Services (DRS).

The Office of Central Grants Administration supports the administration of the NAA program for the City of Hartford in its role as a “municipal agency” designated by the State for administration of the NAA. Central Grants publicizes the availability of the Form NAA-01, collects and processes the NAA-01 and program proposals submitted by non-profit applicants, and prepares the documents necessary for Council to hold the hearing and vote to approve the programs to be submitted to DRS. It has been the usual practice of the Council to vote to approve or disapprove the list of applicants in their entirety, as it is in the best interest of the City to maximize the number and amount of NAA applications submitted to DRS. In past years under NAA, donations to non-profits in Hartford have totaled as much as 28% of all the donations approved by DRS statewide.

Neighborhood Assistance Act NAA Tax Credit Program

On or about October 30, 2024, the City of Hartford will submit to the U.S. Department of Housing & Urban Development (HUD) the FY 2023-2024 Consolidated Annual Performance & Evaluation Report (CAPER). The CAPER will report on the activities, expenditures and accomplishments for the Year Four Action Plan undertaken during the period from July 1, 2023 through June 30, 2024 for the HUD entitlement grant programs: Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships Program (HOME), and Housing Opportunities for Persons with AIDS (HOPWA).

Before submission to HUD, the draft CAPER is made available for public review and comment for no fewer than 15 days. The public review and comment period for the FY 2023-2024 CAPER begins on October 10, 2024. All comments will be accepted until October 28, 2024. A virtual meeting will be held from 12-1PM on October 17, 2024 (https://events.gcc.teams.microsoft.com/event/3b621048-b265-44f2-83b8-5ddaf00dc07c@15b2b793-7b18-41b1-94cd-a5ca2715dde0) and an in-person meeting will be held on that day from 4 to 5 PM in Room 303 City Hall (550 Main Street).  Details are on the City of Hartford website in the Public Notices. The CAPER and supplemental materials will be available for review during normal business hours in the Office of Central Grants Administration, Hartford City Hall, 550 Main Street, Room 302, Hartford, CT, and may also be viewed at: https://www.hartfordct.gov/Government/Departments/OMBG/Central-Grants.
