CITY OF HARTFORD ADOPTS FY2023 FINAL BUDGET

HARTFORD, CONN (May 24, 2022) – Yesterday, Hartford City Council approved the 2023 budget. The Adopted Budget reduces the property tax rate (mill rate) by 7.2%, from 74.29 to 68.95. The adopted budget totals $599.57 million, a 2.67% increase over the FY22 Adopted Budget of $583.96 million.
The Recommended Budget does not include any borrowing or one-time revenues, continuing Mayor Bronin’s longstanding commitment to funding capital investments from annual operating dollars rather than borrowing. The budget prioritizes key services such as public safety, public works, and economic development, and fully funds the City’s annual contribution to the pension fund.
“I’m grateful to the City Council for their partnership and support in adopting a budget that is disciplined and responsible, making critical investments in public safety and vital services, reducing the property tax rate, and keeping us on a sustainable path for the years ahead — as we work to accelerate our recovery and continue our growth,” said Mayor Bronin.
The City of Hartford has not utilized resources from the Biden Administration’s American Rescue Plan to balance its budget. Rather, a separate ARP plan was proposed by the Mayor and approved by the City Council in 2021. The ARP plan addresses investments in youth services, community safety and wellness, small business support, flood resilience, and economic development.
“Yesterday, City Council adopted the budget for fiscal year 2022-2023. The process this year was streamlined, efficient, and effective and I’m proud to have helped produce a final version that speaks to the needs of our city while at the same time laying the foundation for future growth,” said Council President Maly D. Rosado. “I am grateful to our Mayor for working with Council to allocate additional funding to our city departments, Hartford Decides, our NRZs and Senior Centers, and many other community priorities. This budget is responsible, equitable, and sustainable. I would like to thank our department heads for their commitment and dedication to our residents. Our Chief Financial Officer and Chief Operating Officer for their patience and support. Our Mayor for being such an incredible partner. Finally, I would like to thank our city staff for their tireless work to make our city stronger each and every day. I am also appreciative of my Council colleagues and our incredible Council staff. This has been a year of recovery and though we have much more work ahead of us, I am proud of our accomplishments and remain positive about Hartford’s future.”
