In November, 2019, the City of Hartford enacted a new Housing Code containing a Rental Licensing Program (RLP), which required that owners of residential properties obtain a separate Rental License for each building covered by the RLP. The program was implemented in phases, beginning in July, 2021. However, in February, 2023, the Rental License Program ordinance was amended to extend application deadlines for the various buildings covered by the RLP. The new application submission deadlines are below.
The granting of a Rental License depends upon the owner’s submission of an application with all required documents, fees, and successful building inspections by the City of Hartford. A Rental License covers the entire building, and replaces the requirement of obtaining a Certificate of Apartment Occupancy (CAO) for any unit therein. Before the expiration of a current Rental License, a renewal application for a new Rental License must be submitted.
