Capital Improvement Plan

The Capital Improvement Plan (CIP) is a multi-year plan that identifies capital needs which will benefit Hartford residents. The projects are listed as proposed for the upcoming fiscal year and come from recommendations and assistance of multiple City departments. The process involves community groups, City staff, and elected officials, who work together to develop a long-term plan of suggested projects that is reviewed by multiple boards/commissions prior to being submitted to the Mayor for consideration. The Mayor then sends a recommendation to the Court of Common Council for approval. This ensures that the plan is broad in community perspective and sound technical expertise.

Priority is placed on proposed projects based on the following criteria:

  • Health and safety factors
  • Legal obligations and mandates
  • Fiscal impact
  • Environmental impact
  • Community economic effects
  • Aesthetic/social effects on the quality of life and character of the City

Projects with critical items and/or material risk are the first focus. Projects are examined for:

  • Relation to other current projects
  • The plan of conservation & development
  • Compatibility with City goals and objectives

Priority of projects starts at staff level, then during review by the Mayor and City Council, followed by public comment period.

Each project contained in the CIP must be adopted each subsequent year and as priorities and monetary constraints change, project timing may be adjusted or even eliminated from the plan.
