- The City of Hartford requests public input on 2026 Annual Action Plan of their 2025-2029 Five-Year Consolidated Plan and that will be submitted to the to the U.S. Department of Housing and Urban Development (HUD) on or around May 15, 2026.
- A draft of the City’s Annual Action Plan will be posted on the Central Grants’ departmental website by April 12, 2026 with a link in the City of Hartford Public Notices Home – City of Hartford and will be available for at least 30 days for review and comment (4.12.26-5.14.26). The plan will also be available at the Hartford Public Library, Park Street and Albany Branches.
- The Consolidated Plan addresses the intended use of HUD supported entitlement grant funds under the four formula programs covered in the City’s Five-Year Consolidated Plan – Community Development Block Grant (CDBG), Housing Opportunities for Persons with AIDS (HOPWA), Emergency Solutions Grant (ESG), and the Housing Investment Partnerships Program (HOME).
- Two public hearings will be held for input: A live hearing on April 29, 2026 at 12 PM in City Hall, Function Room AND a hybrid public hearing (live and www.hpatv.org) held before the Court of Common Council on April 20, 2026 at 5:30 PM, for public comments on the draft of FY2026 Annual Action Plan including CDBG, HOPWA, ESG, and HOME funding allocations. - The proposed activities and allocations for the FY2026 Annual Action Plan will be posted on the City website in both general public notices Home – City of Hartford and in the Central Grants Public Notice Section Central Grants Administration – City of Hartford. All allocations are subject to adoption by the Hartford Court of Common Council and release of funds from HUD.
- All interested parties may also reach out with any questions on the Draft Consolidated Plan programs by contacting Sheryl Horowitz, at Sheryl.horowitz@hartford.gov. Upon request, the Office of Central Grants will accommodate people with disabilities by providing copies of the draft in alternative formats such as oral, or large print versions. All comments received by May 14, 2025, will be included as part of the City’s submission of the Annual Action Plan.
