The mission of the Assessment Division is to estimate the fair market value of all real property, personal property, and motor vehicles, to establish the fair and equitable levy of local property tax. The Assessor is the local government official responsible for establishing the fair market value of all real property, personal property and motor vehicles for local property tax purposes. Property is assessed in each town as of the October 1st assessment date, pursuant to Connecticut General Statute §12-62a. The City implemented a revaluation for the October 1, 2021 Grand List. The next revaluation is scheduled for October 1, 2026. The 2024 Grand List is $4,741,807,174.

CITY OF HARTFORD CONNECTICUT

SEPTEMBER 15, 2025

 

Consistent with Connecticut State Statutes, all persons, businesses, corporations, commercial equipment lessors, and other entities having taxable tangible commercial personal property to declare, such as furniture, fixtures and equipment; machinery; electronic equipment; farm equipment; unregistered vehicles; or any other equipment used in the operation of a business, are required to declare and file listing of such equipment with the Assessor of the City of Hartford no later than November 3, 2025. Failure to file by November 3, 2025 shall result in twenty-five percent (25%) penalty added to the assessment.

Individuals and business entities with existing accounts as of October 1, 2024 will be mailed Personal Property Declarations as a courtesy. However, NOTE: failure to receive a Declaration does NOT relieve the requirement and liability to file. Failure to file, whether or not Declaration is received, shall result in twenty-five percent (25%) penalty and revaluation of assets.

John Philip

John S. Philip, CCMA II

John started working with the City of Hartford in 2011.  John started his career in Assessment as a data collector with a national revaluation company in 1989.  In this role John worked on multiple mass appraisal projects throughout most of New England and the Mid-Atlantic. John became the Assessor of the Town of Groton in 1999 and received his CCMA II certification shortly thereafter.
