1. Overview

The principal goal of the Streets Division is to keep roads, sidewalks and rights-of-way clean and safe for vehicles and pedestrians.

  • Winter Snow Plowing.

  • Clear roads of flooding, fill potholes and repair roadways.
  • Fall leaf sweeping and leaf bag collection.
  • Assist in disposal collection of debris from illegal dump sites and evictions.

2. Milling and Paving Division

The Milling and Paving Division of Public Works is in charge of the Capital Improvement Program to maintain the City roads. The roads are classified using a Pavement Condition Index (PCI), which is a numerical value between 0 and 100. The higher number the better the pavement condition, the lower numbers represent the level of degradation.

The City hired VHB to do a survey of all municipally maintained roads in 2013. The data collected is maintained through Hartford's GIS system. The link below shows the 2016 current PCI conditions based on degradation values calculated through the Pavement Management software. The software takes into account a number of values based on the 2013 survey and can be used as a tool to forecast when the roadway will require maintenance.

Streets for milling and paving for the 2023 construction season

The City of Hartford has identified the Streets for milling and paving for the 2023 construction season. The City has contracted with Rafferty Fine Grading and Galasso Paving to complete this work. 

Groupings, schedule and length of the project area will vary depending upon underlying road condition, weather conditions, traffic conditions, and coordination with utility companies regarding their repair schedules.  On some streets, repaving will not occur for the entire length of the street.

Work will begin at 7:00 AM (M – F) and will finish around 5:00 PM. If you are within the active work zone limits and park your car in your driveway at night, please be sure to move it prior to the 7:00 AM start time, so you don’t get blocked by the construction. We understand that this may be a short-term inconvenience, but we hope this work will have a positive long-term impact in your neighborhood.
