On or about December 10, 2020, the City of Hartford will authorize the Housing Authority of the City of Hartford (HACH) to submit a request to the Department of Housing and Urban Development (HUD), Hartford Field Office, One Corporate Center, 20 Church Street, Hartford, CT 06103 for the release of Capital Funds and other federal and non-federal funding sources to undertake a project known as the Capen Street Rehabilitation Project for the purpose of substantially rehabilitating the property, consisting of six units, located at 31-33 Capen Street, Hartford, CT. The rehabilitation will include repair and/or replacement of the front porches, windows, doors, flooring, walls, ceiling and lighting and renovations to the bathrooms and kitchens.

The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements, subject to Section 58.5. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file posted on the web at Government/ Departments/DDS/Public-Notices/11.24.2020


Any individual, group, or agency may submit written comments on the ERR to Lionel Rigler, RIGLL001@HARTFORD.GOV, Sr. Project Manager, City of Hartford located at 550 Main Street, Hartford, CT 06103. All comments received by December 9, 2020 will be considered by the City of Hartford prior to authorizing submission of a request for release of funds.


The City of Hartford certifies to HUD that Lionel Rigler in his capacity as Senior Project Manager for Central Grants, Administration, Department of Management and Budget at the City of Hartford consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Housing Authority of the City of Hartford to use Program funds.


HUD will accept objections to the Request for Release of Funds and the City of Hartford’s  Certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by Senior Project Manager, Lionel Rigler, of the City of Hartford; (b) the City of Hartford has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Lionel Rigler at  RIGLL001@HARTFORD.GOV. Potential objectors may also contact HUD at James. at the HUD local PIH office to verify the actual last day of the objection period.
