Mayor Bronin Announces Personnel Moves At Development Services, HR

HARTFORD, CONN (February 24, 2021) – Today Mayor Luke Bronin announced that he will nominate I. Charles Mathews, who has served as the Acting Director of the Department of Development Services since July of last year, to serve as the permanent Director of the Department of Development Services.  He also announced that Thulani LeGrier, the Director of Human Resources, will be stepping down to pursue other opportunities and Marlene Fleeting, Assistant Director of Human Resources, will serve as the Acting Director.

“I. Charles’ knowledge of Hartford and experience in government allowed him to hit the ground running, and he and his team have pressed forward on a range of economic development priorities despite the challenges created by the pandemic,” said Mayor Bronin.  “I have a great deal of confidence in his leadership of the department, and that’s why I’ll be nominating to serve as the permanent director.”

“I’ve been honored to work with the team at Development Services, and I am excited to continue the important work of helping to build a city with more opportunity and vibrancy for all our residents and businesses,” said Mathews.  “It’s a privilege to serve the community I love, and we’re going to work hard to make progress on a range of fronts.”

I. Charles Mathews served as Deputy Mayor for the City of Hartford in the early 1990s.  He has served in senior roles at Fortune 100 companies, including United Technologies and the Quaker Oats Company.  He is a member of the Board of Directors of the Hartford Foundation for Public Giving, a former President of the Board of the Wilson Gray YMCA, and a former Chairperson of the Hartford Stadium Authority.  He received a bachelor’s degree with honors from Wesleyan University and a law degree from Cornell University. 

“Thulani joined us last year just as the pandemic began, and I’m grateful for his contributions during an unprecedented time – helping us develop and adhere to coronavirus guidelines and support our employees as they have done vital work to serve our community,” said Mayor Bronin.  “Marlene is a longtime city employee with strong relationships, and I have confidence she will do a great job stepping into this new role.”

“It has been an honor to serve the community I grew up in and I am proud of the way we have confronted the pandemic,” said LeGrier.  “We worked quickly to create safe work environments for our employees and develop new ways of delivering services, and I’m grateful to the entire team at the City for the work they do every day to serve residents.  I feel that it’s time for me to move on, and I am confident that Marlene and the team will continue their good work.”
