HARTFORD, CONN. (April 26, 2023) –Today, Mayor Luke Bronin announced that he will be appointing Ebony Jackson-Shaheed to serve as the City of Hartford’s next Director of the Department of Health & Human Services (HHS).  Mayor Bronin will formally submit her name to the Council for confirmation at the upcoming May 8th meeting.  Jackson-Shaheed comes to the City of Hartford from the City of Bridgeport, where she served since 2021 as an epidemiologist, Acting Director, and most recently Director of Health.  During her time with Bridgeport, she led the city’s response to the COVID-19 pandemic.

“Ebony Jackson-Shaheed is an experienced and respected public health leader in Connecticut, and we will be very fortunate to have her as Director of our outstanding HHS team,” said Mayor Luke Bronin. “Ebony brings many years of public health experience, from her service as a community health worker to her leadership of the Bridgeport Health Department through the enormously challenging years of the COVID-19 pandemic. She understands the needs of cities like Hartford, she has experience across the broad range of responsibilities that our health department carries, and she is deeply committed to working in collaboration with our many partners to support the health and wellness of our whole community.”

“I am excited to join the City of Hartford team and to continue the vital work of promoting public health for Hartford residents,” said Ebony Jackson-Shaheed.  “I’m grateful to Mayor Bronin for giving me this opportunity to lead the City’s Health and Human Services Department, which has done incredible work promoting better health outcomes for residents of all ages and backgrounds, and I look forward to working with them as we make Hartford a healthier and safer place to live.”

Jackson-Shaheed holds a Master of Public Health from the State University of New York School of Public Health and a Bachelor of Science from Montclair State University.  Her resume also includes time as a Post Graduate Fellow at Yale University and with the Department of Veterans Affairs Healthcare System, as well as a behaviorist in Woodbridge, CT, and a community health worker and science teacher in New York City.  She also currently serves as an Adjunct Professor at the University of Bridgeport.

Jackson-Shaheed will replace Liany Arroyo, who had served as HHS Director for the City of Hartford since 2017.  In the interim period, Jessica Fourquet, DrPH, the City’s current epidemiologist, will serve as Acting Director.
