Published on September 24, 2020

HARTFORD, CONN (September 24, 2020) – Today at noon Mayor Luke Bronin, Superintendent Dr. Leslie Torres-Rodriguez, Board of Education Chair Ayesha Clarke, and hospital and city leaders announced that school nurses at Hartford Public Schools (HPS) and at the four Capitol Region Education Council (CREC) schools in Hartford have been trained to conduct coronavirus tests for symptomatic students as well as cohorts that need to be tested.  HartfordHealthCare and Trinity Health Of New England have agreed to collect specimens and process the tests through their existing testing operations.  The target launch date for in school testing will be October 5, 2020.  Asymptomatic individuals will be offered testing through increased mobile testing events on school grounds through a partnership with federally qualified health centers, in addition to the dozen testing sites already operating in Hartford.  Mobile testing events will begin next week, and they are supported by the State of Connecticut’s strong commitment to federally qualified health centers.

Hartford Public Schools and UConn School of Social Work announced a new collaboration to support students and staff. HPS Heals is an initiative that will bring UConn School of Social Work students into district schools to respond to the trauma experienced by students and staff during the pandemic. Through this partnership, UConn Masters-level interns will be placed at school sites to proactively address the social and emotional needs of students and staff. The collaboration enhances the district’s ongoing work relative to racial equity, inclusion, and trauma-informed practices. To provide these culturally relevant support services, the interns will either meet with students in-person or virtually. They will begin their work in early October.

“Everyone in our school systems have been working incredibly hard to begin the school year as safely as possible under very difficult circumstances, and these testing partnerships will be a critical tool to keep people safe,” said Mayor Bronin.  “We will have positive tests in our schools because that is simply unavoidable in a pandemic, but convenient, quick access to testing will help us minimize transmission and keep everyone as safe as possible.  We will continue to monitor the data in real-time and we won’t hesitate to make changes when they’re warranted.  This testing program, along with regular cleaning and the best practices we’ve all come to know well, give us the best chance to keep schools open as long as possible.  I want to thank Liany Arroyo, our Health Director, who is leading this effort to put a testing system together, as well as the team at HPS and our outstanding hospitals.  I also want to thank the State of Connecticut for its strong commitment to supporting our federally qualified health centers, which is critical to the mobile testing sites at schools.”

“Two consistent themes in our surveys and Town Halls with families and staff were around COVID-19 testing and social-emotional supports for our students,” said Superintendent Torres-Rodriguez.  “I would like to thank Hartford’s Health and Human Services Department and our local health providers for their partnership in responding to our families and staff so that we can continue to improve health and safety outcomes for our students and our community.  I am also grateful for our partnership with the UConn School of Social Work as we launch HPS Heals. This new initiative will bring UConn School of Social Work students into our schools to respond to the trauma experienced by students and staff during the pandemic and recent rise in racial tensions in our nation.”

“Across the state, Hartford HealthCare has developed a robust COVID 19 testing program, testing nearly 300,000 people across Connecticut to date,” said Keith Grant, Hartford HealthCare’s Senior Director of Infection Prevention.  “We are here for our communities and we thrilled to bring that expertise to the City of Hartford and Hartford Public Schools.  This is a time to be vigilant—as we pay close attention to trends and the slight uptick we are seeing in the numbers of positive cases.  Testing is a critical tool in our public health approach.”

“At Trinity Health Of New England, we pride ourselves on our commitment to serve the community, both inside our hospitals’ walls and well beyond,” said Dr. Syed Hussain, Chief Clinical Officer, Trinity Health Of New England.  “Joint efforts to expand testing throughout the city, state and the region remains a critical component to the safe, gradual re-opening of the state, and return to school, and we are proud to do our part.  We continue to urge everyone to remain vigilant, as we enter into the fall and winter seasons, to wear a mask, practice social distancing, avoid large gatherings, and practice good hand hygiene.  Those actions are proven effective and, along with continued access to testing, will remain our best defense against the novel coronavirus in the months ahead.”
