CITY OF HARTFORD PUBLIC NOTICE - 10.5.2021
These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Hartford through federal funds provided by the U.S. Department of Housing and Urban Development (HUD).
TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:
On or about October 25, 2021 the City of Hartford will request from HUD to undertake the following project during Fiscal Years 2021-22 and 2022-2023 which is neither Exempt nor Categorically Excluded:
The project, New Samaritan Parkville, will be located at 126-130 New Park Avenue within the Parkville neighborhood of the City of Hartford, CT. The project entails the construction of one, four-story elevator serviced building situated on 0.52 acres of land and will contain 22 affordable apartment units restricted to seniors aged 62 years of age or older.
The unit mix will consist entirely of one-bedroom units limited to tenants earning 50% AMI or lower and the total net rentable area of the project is estimated to be 13,794 square feet. Community amenities will include a community room with kitchen, a wellness suite, a guest suite for visiting family members, laundry rooms located on the second through fourth floors, a media room, and a resident service coordinator.
The project is being financed under the HUD Section 202 Capital Advance Program: Supportive Housing for the Elderly, which provides interest-free capital advances to private, nonprofit sponsors to finance the development of supportive housing for the elderly. The capital advance does not have to be repaid as long as the project serves very low-income elderly persons for 40 years. Construction is anticipated to commence in November 2021 with a construction duration of approximately 14 months.
The total cost for the project is estimated at $9,425,244 or $428,420 per unit. Funding for the project will consist of $650,000 in HOME funds from the City of Hartford, $1,653,344 from HOME funds from the State of Connecticut, $2,620,000 of equity from the sponsor, and approximately $4,501,900 in HUD funds from the Section 202 program.
FINDING OF NO SIGNIFICANT IMPACT
The City of Hartford has determined that the above-mentioned project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act (NEPA) of 1969 is not required. PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the environmental review records to Lionel Rigler, Senior Project Manager, Office of Central Grants Administration, Office of Management, Budget and Grants, Hartford City Hall at his email address RIGLL001@hartford.gov. All comments received by October 21, 2021 will be considered by the City of Hartford prior to authorizing submission of a Request for Release of Funds. Comments should specify which Notice they are addressing.
RELEASE OF FUNDS
The City of Hartford certifies to the HUD Hartford Field Office that the Mayor in his capacity as Certifying Officer for the City consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s Hartford Office approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the City of Hartford to use Program funds.
OBJECTION TO THE RELEASE OF FUNDS
HUD Hartford Field Office will accept objections to its release of funds and the City of Hartford’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Hartford; (b) the City of Hartford has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the HUD Hartford Office; or (d) another federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD Hartford Field Office at CPD_COVID-19OEE-HAT@hud.gov. Potential objectors should contact the HUD Hartford Field Office via email to verify the actual last day of the objection period.
