CITY OF HARTFORD PUBLIC NOTICE - 01.25.2022

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Hartford through federal funds provided by the U.S. Department of Housing and Urban Development (HUD).

TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:

On or about February 11, 2022 the City of Hartford will request from HUD to undertake the following project during Fiscal Years 2021-22 which is neither Exempt nor Categorically Excluded:

The project is located at 207 Brainard Road in the North Meadows neighborhood of the City of Hartford, CT.

The Community Renewal Team (CRT) is seeking a grant from the State of Connecticut Department of Housing in the amount of $3.55 million to fund the relocation and reestablishment of the present McKinney Shelter in Hartford from 34 Huyshope Avenue, Hartford where it has been for over 30 years, to the former site of the former Days Inn Hotel, located at 207 Brainard Road, Hartford.

CRT is also seeking grants and support from the City of Hartford for an additional $240,000 from HUD ESG CARES Act COVID funding to fund post-closing capital improvements. CRT plans to use these funds to retrofit parts of the building to install a commercial kitchen, enhance accessibility per ADA requirements, upgrade the smoke detectors and interior video systems, and to make other changes required to appropriately operate an emergency shelter. CRT's obligations to close and acquire title to the property are contingent on this City funding.

Up to 78 shelter residents will be housed on a temporary basis in 67 former hotel rooms. In addition to providing improved living conditions, CRT also intends to offer access to a host of supportive services; including but not limited to; onsite counseling services and intensive case management support, housing navigation services, the provision of basic needs, and health & wellness services.

Construction is anticipated to commence in March 2022 with a construction duration of approximately 6 months.

The total cost for the project is estimated at $ 3,790,000.  Funding for the project will consist of:

  • $240,000 – City of Hartford HUD ESG CARES ACT COVID Funds
  • $3,550,000 – State of Connecticut Department of Housing

FINDING OF NO SIGNIFICANT IMPACT

The City of Hartford has determined that the above-mentioned project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act (NEPA) of 1969 is not required. Additional project information is contained in the Environmental Review Record (ERR) on file on the web at https://www.hartfordct.gov/Government/Departments/DDS/Public-Notices/01.25.2022.
