CITY OF HARTFORD PUBLIC NOTICE - 09.22.2020

NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS 

TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:

On or about September 14, 2020 the City of Hartford will request from HUD to undertake the following project during Fiscal Years 2020-21 and 2021-2022 which is neither Exempt nor Categorically Excluded:

Edwards Street Housing LLC has proposed building three (3) two-family houses, totaling 6 units, 3 homeownership and 3 rental units, to be located at 70, 72 and 76 Edwards Street, all three of which will be HOME assisted. Each two-family will consist of two, three-bedroom units. The owner’s unit will have one and a half bathrooms and access to a full basement.  The developer will also include energy star appliances and mechanical systems.  The target market for this development will be first time home buyers. 

The structures will be wood-framed two-story homes including front porches, pitched gabled roofs, and living room bay window features typical of the Hartford architectural style. Each apartment is approximately 1,225 square feet (2,450 square feet total for both floors) consisting of three (3) Bedrooms, Bathroom, Kitchen, Dining Area, and Living Room. The first floor plan also incorporates a second full bathroom with laundry facilities in the basement.  Edwards Street Housing, LLC has priced the homes at $265,900 based on current development costs and market conditions.

City of Hartford HOME funds ($450,000) will be used for construction costs and permanent financing. Construction will start in August 2020 and is scheduled to be completed by July 2021.

FINDING OF NO SIGNIFICANT IMPACT

The City of Hartford has determined that the above-mentioned project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act (NEPA) of 1969 is not required. PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the environmental review records to Lionel Rigler, Senior Project Manager, Office of Central Grants Administration, Office of Management, Budget and Grants, Hartford City Hall at his email address RIGLL001@hartford.gov. All comments received by September 11, 2020 will be considered by the City of Hartford prior to authorizing submission of a Request for Release of Funds. Comments should specify which Notice they are addressing.

RELEASE OF FUNDS

The City of Hartford certifies to the HUD Hartford Field Office that the Mayor in his capacity as Certifying Officer for the City consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s Hartford Office approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the City of Hartford to use Program funds.

OBJECTIONS TO THE RELEASE OF FUNDS

HUD Hartford Field Office will accept objections to its release of funds and the City of Hartford’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Hartford; (b) the City of Hartford has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the HUD Hartford Office; or (d) another federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD Hartford Field Office at CPD_COVID-19OEE-HAT@hud.gov. Potential objectors should contact the HUD Hartford Field Office via email to verify the actual last day of the objection period.
