CITY OF HARTFORD PUBLIC NOTICE - 08.21.2020

NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

On or about September 7, 2020, the City of Hartford will authorize the Housing Authority of the City of Hartford (HACH) to submit a request to the Department of Housing and Urban Development (HUD), Hartford Field Office, One Corporate Center, 20 Church Street, Hartford, CT 06103 for the release of funds to utilize a variety of federal and non-federal funding sources for the rehabilitation of the property located at 31-33 Capen Street, Hartford, CT.

The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements, subject to Section 58.5. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file posted on the web at: https://www.hartfordct.gov/Government/Departments/DDS/Public-Notices/08.21.2020.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to Elisa Hobbs, ehobbs@hartfordhousing.org, Director of Development, Housing Authority of the City of Hartford located at 180 John D. Wardlaw Way, Hartford, CT 06106. All comments received by September 6, 2020 will be considered by the City of Hartford prior to authorizing submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION

The City of Hartford certifies to HUD that Lionel Rigler in his capacity as Senior Project Manager for Central Grants, Administration, Department of Management and Budget at the City of Hartford consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the Housing Authority of the City of Hartford to use HUD funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to the Request for Release of Funds and Environmental Certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by Senior Project Manager Lionel Rigler; (b) the City of Hartford has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to HUD grant administration office at a shared mailbox address for Hartford it is: CPD_COVID-19OEE-HAT@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.
